On September 13, 2018, Dr. Rowena Guevana, the Undersecretary of the Philippine Department of Science and Technology (DOST), visited Jiangxi Academy of Agriculture Sciences (JxAAS) for an informal discussion on the Sino-Philippine Joint Laboratory for Rice Technology (SPJLRT). And the discussion meeting was presided over by Dr. Liu Qing, the Deputy Director General of Jiangxi DOST.
At the beginning, Dr. Chi Zexin, Secretary of CPC JxAAS committee, extended his worm welcome to Undersecretary Dr. Rowena and her delegation on behalf of JxAAS. In his speech, Dr. Chi recalled the cooperation process between Jiangxi and the Philippines, and believe that JxAAS will push the cooperation on rice technology between the both sides up to a new step by working together with the Philippine partners.
After brief introducing the overview of the agricultural development in Jiangxi Province to the Philippine guests, Dr. Dai Xingzhao, president of JxAAS, presented in detail the organization framework, talent structure, R&D platform construction, scientific and technical (S&T) achievements and international cooperation about the Academy, and briefed a proposal of co-establishment of SPJLRT by illustrating the proposed development scheme in the aspects of the background and significance, cooperation research and development (R&D) areas, organization and management frames and sources of funds.
Undersecretary Dr. Rowena spoke at the events, saying that she was very pleasant knowing that there had been more than 20 years cooperation between JxAAS and Philippine institutions and several JxAAS researchers had accomplished pursuing their doctoral or masteral degrees at the Central Luzon State University (CLSU) in the Philippines. The collaborative foundation of both sides was solid and currently, she emphasized, the Philippine Government was encouraging all state departments to launch multi-domain cooperation with China. And both sides had carried out a series of bilateral diplomatic activities for promoting the S&T cooperation between the two countries. For instance, the leaders of Chinese Ministry of Science and Technology (MOST) and the delegation of the Torch Center of Chinese MOST visited the Philippines last year, and in a return, the delegation of Philippine DOST visited China this year. And just on this September 11, after meeting with Dr. Zhang Jianguo, the vice minister of Chinese MOST, the two parties reached a consensus on signing a MOU of SPJLRT. She also introduced the framework and mission of the Philippine DOST in her statement and clarified that the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) would fund the SPJLRT as an international cooperative program.
And then, the Philippine delegation and the leaders of Jiangxi DOST and JxAAS carried out a discussion on the development scheme of the joint laboratory. Dr. Rowena Guevara put forward a lot of constructive suggestions and announced that after being back to the Philippines, she would call together the CLSU, Philippine Rice Research Institute (PhilRice), some other relevant research institutions and private sectors to discuss and settle the cooperative program.
Dr. Liu Qing gave a conclusion address for the meeting. He pointed out that there was a long history of rice S&T cooperation between Jiangxi and the Philippines and both sides had an excellent cooperative foundation and made notable achievements as well. And finally, he expressed, the Jiangxi DOST would fully support the co-establishment of the joint laboratory among JxAAS, CLSU, PhilRice and other related institutions to push the cooperation between China and the Philippines into a deeper and multi-directional level.
On the same day, Dr. Rowena Guevara and her delegation also visited the Rice National Engineering Laboratory (Nanchang) in JxAAS and Gao’an Experimental Base of the academy. And after listening to the introduction given by the leading officials of Rice Research Institute, JxAAS, she spoke highly of the achievements obtained from the long term S&T cooperation between JxAAS and PhilRice.
